- About the Project: Establishing a Professional Addiction Prevention Centre (PAPC) in Bosnia and Herzegovina
The establishment of the Professional Addiction Prevention Centre (PAPC) in Bosnia and Herzegovina arises from the need to align prevention standards with European Union standards.
Current approaches in Bosnia and Herzegovina are focused on legal frameworks, educational programs, and administration. However, policy implementation and effective preventive approaches remain challenging due to outdated methods and limited capacity of professionals in this field.
Bosnia and Herzegovina faces various addiction problems, including alcohol and other psychoactive substances, tobacco products, gambling, and internet addiction. Data from the 2018 Ipsos study and the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) highlight that: 35.2% of the population smokes, with 26% aged 15 to 34; alcohol consumption in the past year is 36.7%, and cannabis is most used among the younger population; 21.7% of youth show signs of internet addiction.
Drug control policy in the country is primarily based on repressive measures, outdated methods are prevalent in practice, and evidence-based interventions and a systemic approach to addiction prevention are lacking.
Recognizing these issues, the proposal to establish a Professional Addiction Prevention Centre (PAPC) in Bosnia and Herzegovina aims to improve professionalism, centralize addiction prevention efforts, and establish new preventive programs in various settings such as family, school, workplace, community, environment, and media over three years.
The proposed PAPC structure includes two main departments: the content development department focused on creating and implementing evidence-based interventions, training professionals, conducting research, and managing public relations and media; and the administration department responsible for financial and legal operations.
Goals for the Initial Three-Year Phase:
Training local experts on evidence-based approaches:
Training decision-makers in relevant ministries and other institutions.
Establishing criteria for funding preventive programs.
Organizing conferences and public campaigns to raise awareness about addiction prevention.
Developing three evidence-based preventive programs for: Family, School and Youth
The Strong Families Program to support parents/guardians.
Gambling Prevention Program in schools.
Preventeen Project for youth in leisure time.
Implementing and evaluating pilot programs.
Monitoring, evaluation, and learning (MEL) will be integral tasks, with planned internal and external assessments to measure and ensure program effectiveness and alignment with international standards.
In Summary: The Professional Addiction Prevention Centre in Bosnia and Herzegovina aims to modernize the approach to addiction prevention in the country, enhance professional capacities, and create and implement evidence-based addiction prevention interventions.
- Objectives and Expected Outcomes of the Engagement:
An external evaluator with specific expertise and experience will conduct a review of documentation, interviews, and focus groups, and produce a final report on the project Establishing a Professional Addiction Prevention Centre (PAPC) in Bosnia and Herzegovina for the period of September 1, 2021 – August 31, 2024.
The evaluator will analyze and assess the overall goal, specific objectives, results, activities conducted, and methodologies used in terms of relevance, effectiveness, efficiency, and sustainability, and provide general recommendations based on the evaluation findings.
The detailed evaluation methodology will be determined by the evaluator and should include: documentation analysis (project documentation, documentation from involved partners or other organizations related to this project, reports, research, publications, legal documents, etc.), interviews and/or focus groups with employees of the Association for Addiction Prevention NARKO-NE, representatives of relevant ministries, agencies, institutes, partners, and other stakeholders, direct beneficiaries of services, field visits, etc. The evaluator is required to familiarize themselves with and adhere to the ethical guidelines of the Association for Addiction Prevention NARKO-NE, available on the Association’s website: https://prevencija.ba/ko-smo-mi/dokumenti/.
The result of the engagement is a report evaluating the relevance, effectiveness, efficiency, and sustainability (programmatic and financial) of the project in English, which includes the following elements:

Job Brief:
The contractor will evaluate the project Establishing a Professional Addiction Prevention Centre (PAPC) in Bosnia and Herzegovina, using the criteria of relevance, efficiency, effectiveness, and sustainability with a focus on the project’s impact, for the period September 1, 2021 – August 31, 2024.
The final evaluation report must be written in English.

One evaluator (team evaluation is possible, but the contract is with one person responsible for the quality of the process and final report)
Type of Contract:
Contract for services (for legal entities: business collaboration contract and invoice for services rendered)
Budget (gross):
8,795.18 BAM (this amount includes the entire implementation of the task, evaluation-related material costs, document translation, food, refreshments, transportation, and accommodation)
Payment terms will be defined in the contract.

- Selection Criteria and Process:
Upon receipt of applications, a committee consisting of three employees of the Association for Addiction Prevention NARKO-NE will review all applications by August 16, 2024, and make a decision on the candidate selection. The committee will consider all mentioned criteria:
Experience in evaluating international organization and donor projects
Skills in analysis and synthesis of information and written reporting
Experience in conducting interviews and focus groups
Excellent knowledge of one of the official languages in BiH
Experience in implementing and evaluating social, educational, and developmental projects and knowledge of the field of addiction prevention
